WASH Officer Job Summary 

The primary function of the WASH Officer includes but not limited to; supporting the WASH Team in the assessment, planning, designing, implementation, supervision, expansion/development and administration of technical interventions, and will directly oversee project implementation on the ground. He/she will provide technical support to the development of funding proposals; and manage a team of WASH staff. In addition, the WASH Office will support the WASH program in project monitoring, regular reviews, donor report preparation, and capturing learning and under the supervision of the Project Manager. The WASH Officer will also support the Program Manager  in the process of hiring the WASH technician and WASH assistants including facilitating their trainings as well as the, hygiene promoters and stakeholders in WASH related topics and will also be responsible for compiling activity reports and guaranteeing quality of services. More so, the WASH officer will act as State Focal Point for Western Equatoria state, for the WASH cluster.

 

Essential Duties and Responsibilities 

To perform this job successfully, an individual must be able to perform each of the essential functions under limited or basic working environment. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all-inclusive.

1. Assessment

Provide WASH technical support to needs assessment design, implementation and analysis

Support with the linkage between assessments and activity plans and budgets.

• Implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators and outcomes of the project

2. Programme Design

• Enforce the implementation of aims and objectives of WASH response program in line with the WASH Cluster Strategy.

• Select and design activities from an array of appropriate technologies for water systems for the given context, including source selection (ground water, surface water), abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old Water systems.

• Select and design the most appropriate form of sanitation system (to include excreta disposal, vector control, solid waste disposal, drainage) taking into full account the local conditions, resources, customs and cultural norms.

• Implement a hygiene promotion program, which suits the local context and is widely accepted by beneficiaries.

• Ensure the consideration of cross cutting areas such as gender, protection, DRR and sustainability within all WASH interventions, also considering the importance of integration with other sectors such as health and nutrition

• Ensure Sphere and National standards are considered through the program cycle and are well documented.

• Develop concept papers, letters of intent, proposals and budgets in respect of the above.

3. Management and Implementation

• Manage WASH program in a phased and prioritized manner with full consultation and co-ordination with LCED’s staff and partners, both governmental and non-governmental.

• Work closely with Human Resources team for hiring and building capacity of the WASH team.

• Ensure the areas of gender and protection are considered throughout the project cycle with women being enabled to influence decision- making around WASH challenges.

• Implement the appropriate supervisory, monitoring and evaluation systems for WASH interventions.

• Work closely with program support functions for WASH program supplies and activities planning working with field teams and logistics to procure project supplies within the project budget

• Maintain open lines of communications with all field staff

4. Information and Co-ordination

• Provide regular updates and technical guidance to team on progress, priorities and challenges – verbally and in writing.

• Responsible for creation of staff workplans, staff training and development activities

• Represent LCED to external stakeholders as needed and agreed with supervisor, such as Government bodies, donors and the cluster

• Act as State Focal Point for the WASH cluster in WES, actively coordinating with mobile and static WASH partners in Western Equatoria State, at both national and sub-national level, as well as coordination with other clusters and UN OCHA, and regular reporting to the WASH cluster on needs, gaps and activities.

• Other duties as assigned.

 

Required Essential Skills and Experience 

• Minimum of bachelor’s degree in water and sanitation engineering, civil engineering, Public Health or relevant technical WASH specialization

• At least 3 years professional experience in design and implementation of water, sanitation and hygiene projects in development and /or emergency contexts; including water-point rehabilitation (including design and BoQ elaboration). An appreciation of WASH in health facilities and outbreak preparedness and/or response is an added advantage.

• Demonstrated analytical, motivational, communication, project conceptualization and planning skills.

• Prior experience working in emergency settings or insecure environments; IDP/refugee camp experience preferred.

• Experience in overseeing implementation, tracking the progress, reporting against the agreed indicators and managing project budget.

• Experience and understanding of key intuitional donors’ policies, guidelines and strategies e.g. USAID, OFDA, ECHO, DFID and UN.

• Demonstrated experience in WASH proposal development and preparation of internal and donor reports.

• Ability to effectively present information (both written and verbally) and respond appropriately to questions from senior managers in the field, counterparts, senior government.

• Demonstrated knowledge of linking WASH activities with other humanitarian sectors.

• Ability to understand gender related challenges within the beneficiary groups

• Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well

• Fluent in English and Arabic is helpful but not required.

The primary function of the Program Assistant includes but not limited to support the program staff in daily duties, both in the coordination office of Juba, and in the field locations. He/she will provide comprehensive support to the tasks of the Project Officers, by ensuring effective and efficient communication between the different LCED offices, and participating in the implementation of field activities, including but not limited to data collection, community mobilization, procurement, distribution, monitoring and supervision, and report writing. The Programme Assistant will also represent LCED in cluster and partners meetings, including WASH, S/NFI, FSL and education cluster, and UN OCHA among other fora, compiling meeting minutes to be submitted to his/her supervisor and LCED management on a timely manner.

 

Essential Duties and Responsibilities

• Assist the LCED Project Officers in activity implementation, travelling to field locations when needed, including but not limited to data collection, community mobilization, training, procurement, distribution, monitoring and supervision of local laborers, and report writing.

• Represent LCED in cluster and partners meetings, including WASH, S/NFI, FSL and education cluster, and UN OCHA among other fora, compiling meeting minutes to be submitted to his/her supervisor and LCED management on a timely manner.

• Prepare and submit weekly activity updates and monthly progress reports to his/her supervisor and Program Manager in a timely manner.

• Liaise with the Project Officer in drafting activity reports using the cluster and donor formats, to be submitted to the Program Manager for revision. 

• Assist the Project Officers by facilitating communication between the Juba Office and the field locations.

• Facilitate the communication between the Admin/Finance and Program Units, by collaborating with the Admin Assistant, follow up on budget and other requests’ submissions, and provide updates to his/her supervisor and Program Manager.

• Other duties as assigned.

 

Required Essential Skills and Experience 

• Minimum of bachelor’s degree in social science, development studies or equivalent. Alternatively, a high school diploma paired with certificates in Project Management, Community Development, M&E, or equivalent will be accepted.

• At least 1 year professional experience in implementing humanitarian or development projects in field locations.

• Prior experience working in emergency settings or insecure environments; IDP/refugee camp experience preferred.

• Demonstrated analytical, problem-solving, planning and organizing, communication and reporting skills.

• Experience and understanding of the South Sudan cluster system and key institutional donors’ strategies e.g. USAID, OFDA, ECHO, DFID and UN.

• Demonstrated experience in preparation of internal and donor reports.

• Ability to take initiative and work with minimum supervision, set and achieve goals and timelines.

• Ability to effectively present information (both written and verbally) and respond appropriately to questions from supervisors, senior managers in the field, counterparts, local government, and other stakeholders.

• Ability to understand gender related challenges within the beneficiary groups

• Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible to adapt in a fast-pace environment, be able to deliver in hardship conditions, and able to handle pressure well.

• Good command of Windows Office application (Word, Excel, Power Point) and emailing is a must.

• Fluent in English (required) and Arabic (preferred).
